College-age pals Pete and Davy arrive in Puerto Vallarta to pick up a gift car (Herbie) Pete's uncle gave him, which they plan to enter in a race. They are met by Paco, a little kid who steals their wallets, and also the wallets of Inca treasure hunter Prindle and his guys who have a bit of film negative with what they hope to steal. Herbie is in the cargo hold of the ship bound for Panama, with Paco in the trunk. To secure funds, Davy chats up Aunt Louise as Pete flirts with her niece Melissa (a bookish girl working on her PhD in Latin studies). The captain not to toss the car, saying he has to for passenger safety. They reach port in Panama, Paco gets away and Herbie washes up near where Paco is living. When they all get their wallets back, the film is with the boys, and not the evil guys; the evil guys threaten Paco to destroy Herbie (whom he's named Ocho (5+3 = 8) and decorated into a taxi), so Paco swaps the boys wallet again to get the film. Some random antics involving the ship's captain and Aunt Louise being in a bullfight. Ultimately, Prindle, his men (with Paco in tow) arrives at the Inca site and discovers priceless artifacts, and Herbie drives Melissa, Pete, Davy, the captain and aunt Louise to the site, rescuing Paco, and grabbing the gold plate from Prindle. Prindle and company steal it back, but Herbie stops them by shooting bananas at the bad guys, then stops their plane from taking off, and Prindle and crew are arrested after the plane is totally smashed up. Back on the ship, Pete and Melissa make happy eyes, Davy assures Louise the car will win the race in Rio, and Paco is decked out in a race car driver's outfit, and Paco tells Davy why he calls the car Ocho.
