We open with Lt. Brennan shooting a guy and tucking a gun in his hand after the fact. Reilly is the new assistant DA assigned to investigate the shooting, but Reilly is more or less the puppet of District Attorney Quinn initially -- basically doing no investigation because Quinn makes him 'understand' it's not necessary. A lunchtime chat with an old timer from the DAs office makes Reilly begin to think that the saintly Brennan may not be the angel they all make him out to be. Brennan sees things are going into the toilet, and offers both Valentine and Chapman $10,000 to bring the witness to him before going to Reilly. Lots of drama and people making deals and plans with each other, and Brennan killing guys off one by one. The assistant DA and detectives all regroup at the station after Brennan blows up a yacht, and Brennan shoots Det. Chapman, leaving him in critical condition, after Chapman tries to get Brennan to surrender. There's a brief shootout with the other cops aiming at Brennan, and Brennan ends up getting shot in the neck and dies. The decision is made to hail Brennan as a hero instead of a killer, Chapman gets a decent retirement package, and Quinn quits to run for higher office. Reilly goes nuts and smashes stuff in his office, but ends up on a deserted tropical beach with the girl he lost six years ago. Moving film reel
