Opening with Harvey dictating a narrative only to be played in the event of his death by assassination, we leap back from 1978 to 1970. There, the middle-aged New Yorker, Harvey Milk meets Scott, and the two come to San Francisco. After opening a camera store and a neighboring merchant tells them the cops will run "them" (gay men) off, which is why they pay taxes, Harvey finds a calling as a gay rights activist and seeks to become a city politician. It takes three tries to win a seat on San Francisco's Board of Supervisors in 1977 (after some re-districting changes). He and Dan White were both new to the Board, though Dan was conservative, didn't support Harvey's views, and after a clash about moving a psychiatric home for children out of his district (Dan ran on the platform, but it didn't pass since the home didn't have anywhere to go), Dan became bitter and angry. After Dan got frustrated and resigned, then asked for his job back, city mayor George Moscone (who also aligned himself with Harvey's forward-thinking ways) declined. Dan shot and killed the mayor, asked Harvey to come to his office, where he shot and killed him as well; Dan went on trial and got a minimum sentence after pleading temporary insanity due to junk food (the so-called Twinkie Defense).
