The attempted assassination of the U.S. President from several viewpoints, all within a 23 minute time span. (After each view point, the film rewinds back to 11:59:57am and begins playing at 12 noon.)

  • The news crew watching from the booth as the President arrives, is shot, a distant explosion is heard, then the stage blows up, killing the on-camera reporter. Rewind 23 minutes back to 12 noon.
  • Secret Service Agent Barnes was shot a year ago protecting the President. He's visibly shaky, but does see a rustling in the window and the window where the shots came from once fired.
  • Enrique is a local cop that is allowed to bring a gun through security. After the shooting, Barnes knocks him to the crowd, then Secret Service chases him, thinking he's a suspect; he's shot and killed on the street by a local cop.
  • Recently separated Howard is videotaping the whole thing, bumps into little girl Anna, after watching a woman talk with two men, one of whom bumps into Howard and says hi, introducing himself as Sam. Howard ends up showing his tape to Agent Barnes upon requet, chasing the pursuit and taping it, and pushes Anna out of the way of a speeding ambulance.
  • Veronica is the woman Howard sees talking to the two men (separately); she's the one that threw the second bomb under the stage, carried in by Enrique (unaware she's a terrorist or there's a bomb in it). She flees, helps kidnap the President, and dies in the process.
  • Javier is blackmailed into helping; his brother is being held hostage by Veronica's group. He helps kill the Secret Service protecting the real President (the one shot on stage is a stand-in/body double). He's the local cop in uniform that kills Enrique; Javier is killed soon after.
  • Secret Service Agent Taylor is in on the plot, helps smuggle out the automatic gun from the window, and leads Barnes on a high-speed chase. He's the one who kills Javier before one of Barnes bullets strikes Taylor's fleeing car (and Taylor, it seems). He dies as Barnes tries to learn where the President is being taken.
  • A bell hop is the suicide bomber that represents the first small explosion in the distance; he blew himself up at the hotel, as the terrorists knew the real President was there.
  • The terrorist master planner Suarez is pushing the buttons to control virtually everything, people and distractions. He drives the ambulance with the kidnapped President inside with Veronica; once it crashes, Barnes finds the President, Suarez grabs a gun, and Barnes kills him.

In a nutshell, Suarez planned the fake assassination (anticipating the body double) and planned to kidnap the President in the midst of the anti-terrorist Peace Summit (of some 150 nations worldwide). He paid or blackmailed most everyone (except Hunter, Barnes, and the President, of course) to help in some small way. The film leaps back and forth to show how each contribute. Howard saves Anna, she's reunited with her mom, and Howard gets a call from his estranged wife and kids, seeing it all on the news, to see if he's okay. In a voiceover, the "President" is safe and recovering well.
