Captain Nascimento from BOPE (Special Police Operation Battalion), Rio de Janeiro's elite cop squad (essentially a SWAT team) is about to become a father for the first time, and in the midst of a career of too many years in the squad, he's being pressured to find a replacement and bow into retirement. This is in the midst of the Pope's 1997 visit to Rio, and the Pope is planning to sleep in the very slums where BPOE regularly has to rescue cops who come under fire. (This isn't uncommon, as the cops are often as corrupt as the drug dealers they are supposed to be arresting, but just as often are working to protect). We watch an incident of two cops come under fire, after they shoot into a mob and kill a drug dealer; there's lots of shooting between the other dealers and their cops-on-the-take present, with several shot before BPOE pulls the two shooter cops out of the fray. Leap over to the BPOE boot camp and Matias and Neto go through the squad. Captain figured Matias would wash out, but managed to get through the program; Neto believes in war and shooting, Matias believes in the law... the latter forgot to tell his girl that he's a cop, and then BPOE, so she figured he's still just in college and isn't happy when she learns the truth, this after getting him an interview for a good lawyer job. When Neto goes out to give a pair of glasses to a kid in the drug trade, he's gunned down by local dealer, who's upset when he realizes he just shot a BPOE officer. (They have a reputation of hunting down killers of BPOE with a passion.) Neto dies, and BPOE finally corners Neto's killer. The Captain hands Matias a shotgun to finish the dealer off, and as the screen cuts to black, the Captain says in voiceover he's found his replacement, proving his heart and conscience are dark enough to survive in the job.
