It's more of a series of small stories that tie into one another, eventually.

Set six days after the bombing of Pearl Harbor, Californians panic that their golden state is the next target for Japanese attacks. A random collection of an Army something captain, wacky random citizen, and some people from the Motor pool end up chasing a wayward Japanese submarine that is lurking in the waters near Hollywood, hoping to attack some honorable portion of America. The handful of characters are all eventually shooting at the sub, whether it be from anti-aircraft guns fired through the cottage, the two on the ferris wheel with rifles, a stolen tank (with a detour through a very colorful paint warehouse), and the like. Meanwhile, on the sub, a German officer on board takes command of the sub by force, but is thrown overboard by the ex-ninja sub captain. The anti-aircraft gun gets damn close, the sub shoots back, but instead focuses on the Santa Monica boardwalk, where the shots were coming from. The ferris wheel is set loose, and rolls off the pier into the water. Tank boy gets his tank back, rolls it to the end of the pier, and fires upon the sub; sub torpedoes the pier. Just as the Japanese claim victory in this "battle," Wild Bill boards the sub and they all leave for Tokyo.
