Will, LAPD, is sent from Los Angeles to Alaska to help investigate the murder of a teenage girl (part of the reasoning being Will is again under Internal Affairs investigation). By the by, Will can't sleep (hence, the title). While Will is chasing the murder suspect, he accidentally shoots and kills his partner, but rather than admit his guilt, an alibi appears that is quite convenient, but just makes Will feel more guilty about the shooting. Det. Swank of the town's police department is working with Will, but also trying to find the truth of the killing of Will's partner (she doesn't buy the story of the local boy who was framed to take the fall). Swank figures out that Will killed his partner, and pursue Will to where he's having a convenient gun battle with Walter FInch, the recluse who killed the girl. Walter and Will both shoot one another; Walter lands in the water and sinks. Will, tells Swank to not loose her way [and not to destroy the evidence she has], and after saying he just wants to sleep, he dies.
